1. Go over to your shape tool and select the elipse - then start drawing several different sizes circles on your preview screen
2. Click on an area of your timeline to de-select that graphic then draw another group of circles on your preview screen like before
3. Highlight the first shape layer and go over to essential graphics then while holding shift click to highlight all the shapes then go over and change the fill color to blue
4. Highlight the second shape layer and do the exact same thing - except this time under fill - select the color red instead
5. Under effects - search for gaussian blur and add the effect to both shape layers
6. Now go to effect controls and change the blurriness of BOTH SHAPE LAYERS to between 700 and 800
7. To make our new lights flash - go over to effects and search for strobe light and add it to both shape layers again
8. Under effect controls - change random strobe probability to 10% and the strobe color to black for BOTH shape layers
